maciej-skorupka c6d1d6d7fc feat: moving azure OpenAI API version to the latest 2023-05-15 (#7764) 
Moving to the latest non-preview Azure OpenAI API version=2023-05-15.
The previous 2023-03-15-preview doesn't have support, SLA etc. For
instance, OpenAI SDK has moved to this version
