- consolidates all of `setuptools` metadata and configuration as well
as `coverage` configuration within `pyproject.toml`.
- removes deprecated `setup.cfg` and `setup.py`.
- updates `run-tests.sh` to use `pyproject.toml` instead of
`setup.cfg` for `coverage` configuration.
