kennethreitz 96d642b1b5 feat: Arabic maqamat (pytheory.Maqam) with quarter-tone just intonation
The Raga treatment for Arabic music: ten of the best-known maqamat (Rast,
Bayati, Hijaz, Nahawand, Kurd, Ajam, Hijazkar, Saba, Suznak, Nakriz) with
scale degrees, ajnas, seyir, mood, and — the point — real quarter-tone
just intonation. The neutral 2nds/3rds/6ths/7ths (the half-flats) render
where they actually sit (Rast's 27/22 third is ~45c under tempered E).

Maqam.get/all/names/by_family; .degree_names, .note_names(tonic),
.maqam_table(tonic) (ratio + cents off 12-TET), .just_frequencies,
.render/.play (oud, movable tonic). CLI: pytheory maqam rast --tuning --play.

Release 0.56.0.
