Most people can be productive within days or weeks depending on prior experience with web frameworks and OOP-like languages. Becoming proficient at developing low volume sites with a handful of features will take a few months. For larger, more complex sites I'd say being proficient demands a lot more expertise which is only going to come with putting in the time and learning from mistakes.
