With smaller screens, it's sometimes necessary to develop new solutions or ways for the user to interact (for example, in my latest mobile project I actually coded an entire suite of UI components based on Adobe's CS3 UI components (list, combo box, color picker, etc.).  Depending on the complexity of your application, you can also design fluid interfaces that adapt automatically to variable screen resolution and DPI.
