Nothing to do with the hostname you eventually type into the address bar. The problem my suggestion is supposed to solve is the one where being offline makes it not work. So, in theory, what's happening is that OSX is for some reason _not_ trying the special, custom DNS server in order to resolve the .dev domains. Why? Who knows.
