SF has tended to coddle the scam artists rather than helping the people who actually need help, thusly we've ended up with a huge problem. Out of the 9 counties San Francisco shoulders the greatest burden compared to our sister city to the south, San Jose. Take the current, well beyond generous programs in SF and move sone of them south. Also, the multi-national corporations which hire suburbanites and leach off of our city should be mandated to solving this issue in our city.
